Introduction. In the current economic and political realities, the modern activity of a policeman requires from him not only professional theoretical knowledge, but also practical skills, endurance, stress resistance and strong psychological skills.
Article is devoted to problems of multilevel art education and management of its quality in the conditions of the national research university allowing equally effectively to carry out activity on the basis of principles of integration of science and education. Quality management is a basis of vocational training of graduates which is an indispensable condition of modernization of all education system.

The article deals with conditions of formations of the future officers’ competence to act in emergency situations. Concept of conditions is considered. A number of rules of pedagogical conditions choice are determined. Definitions of professional training and psychological resistance situations are considered. Areas of educational efforts to establish psychological resistance are discovered. Steady and temporary factors of personal acting in emergency situations are offered. Actual examples of action of internal troops (personnel) in emergency situations are mentioned.
The article considers the peculiarities of personnel selection and recruitment of penitentiary staff in schools of GULAG NKVD USSR during the Great Patriotic War. Analyzed archival materials, first introduced in a scientific use, identified problems of development of school system GULAG NKVD USSR in 1941–1945 and professional training of penitentiary staff.
Modern professional activity involves the active use of reflection by a person in order to find «points of growth» for the successful construction of his/her own career. Accordingly, the task of facilitating the development of students’ reflexive skills during the period of professional training by teachers is of particular importance. The article presents the authors' view on the solution of the problem, consisting in considering these skills as part of the reflective component of the students’ self-expression culture. The article is devoted to the consideration of the effectiveness of frame algorithms application when creating problem situations in practical classes at military universities of the VNG of Russia, in order to identify theoretical aspects of their effectiveness. The author suggested that one of the conditions of the officer's readiness for professional activity should be the ability to act and make decisions correctly in emergent critical situations.
В статье показаны возможность и необходимость определения лидера в коллективе или группе, организованной для решения профессиональных задач. Определены пути расширения практики взаимодействия обучающихся, включенных в совместную взаимно координированную деятельность, в условиях реального учебно-тренировочного процесса сборной команды института по баскетболу. В результате специально организованных экспериментальных исследований с участием баскетболистов показано решение проблемы определения и воспитания у студентов лидерских качеств в процессе занятий игровыми видами спорта.
